Windsor just got $49,452 cheaper to build a home
Development charges just stopped being a fixed cost in Windsor-Essex.
On Friday, the Governments of Canada and Ontario announced up to $105.8M for Essex County municipalities through the Development Charge Reduction Program, paid to municipalities that reduce or eliminate development charges on new housing. Windsor and Tecumseh's share is up to $84.4M.
The estimated savings run up to $40,862 per new home across the county and up to $49,452 per home in Windsor. The reductions apply between March 30, 2026 and December 31, 2030 depending on the municipality, and the program is projected to enable up to 36,372 additional homes across Essex County.
For investors, this is a pro forma story. Development charges are a hard line item, and removing $40K to $49K per unit from build cost changes what land is worth. It can also revive multifamily and subdivision projects that stopped pencilling at the old charges.
It names the map, too. The municipalities taking this deal are the ones competing for development for the next four years.
